Rat Hole Revisited: City-Owned Property Worse Now Than When Absentee Landlord Owned It

The City of Springfield often draws a hard line against absentee landlords with its much-publicized “Operation Clean Sweep” campaigns. The City uses the media to its own advantage by making public its aggressive program of confronting and taking to court those land owners who are neglectful of their properties in Springfield.

But who do you turn to when the City itself is the violator of city ordinances?
